Families in Transition | Virginia CARES

TAP's Virginia CARES (Community Action Re-entry System) program facilitates the return of ex-offenders to their communities and society. We provide basic needs assessments and support services, including employment counseling, assistance with job leads, transportation, resume and application assistance, peer support groups, civil rights restoration assistance, and referrals to appropriate agencies to ex-offenders and their families.

  • Referrals to Other TAP Programs and Agencies

Who We Serve
To be eligible for services you must:

  • be an ex-offender;
  • participate in program orientation.
  • attend our employment training class; and
  • participate in support group.

Rights Restoration
All but two states restrict voting rights for people with felony convictions. Virginia is one of only 12 states in which felons remain disenfranchised after they’ve served their sentences, and one of only eight states that disenfranchises felons for life. Consequently, there are over 250,000 disenfranchised people in Virginia.  Eighty percent of them are ex-offenders who have already served their sentence and completed probation of parole.

Ex-felons can petition to have their rights restored by the governor if they satisfy certain criteria. Governor Warner has simplified the application procedure for rights restoration and over the past two years has restored the civil rights of far more ex-offenders than the previous two governors restored in eight years.

TAP Virginia CARES helps ex-offenders restore their voting rights and register to vote.

If you have completed your full sentence; paid all fines, restitution and court costs; have no pending charges; and have been free of further criminal convictions for three or five years, depending on the nature of your initial conviction, you may qualify to restore your voting rights.

Since April 2003, the Catholic Campaign for Human Development has generously  provided funding for this service through the Catholic Diocese of Richmond.

Information Resources on Prisoner and Ex-Offender Issues

Donations/Support
When released from prison, ex-offenders have substantial needs but few resources. They are given $25.00, a bus ticket, and one set of clothes. Many ex-offenders have little else and no reliable support network. For ex-offenders, Virginia CARES services can mean the difference between a return to prison and successful, productive reentry into society. This is not only good for our participants, it's good for society.

We are always in need of funding donations as well as material donations. Some of our most needed material donations are work clothes/work boots and tools. To make a donation to TAP Virginia CARES please contact us. Your help will be greatly appreciated.
