Families in Transition | TLC

TAP's Transitional Living Center (TLC) offers transitional housing and nutrition for homeless individuals and families. It differs considerably from emergency shelters in that most shelters limit stays to a few nights and require clients to leave after breakfast. The TLC, however, provides long-term supportive housing and comprehensive services, enabling residents to stabilize their lifestyles and become self-sufficient. To that end, residents can live at the TLC for up to 24 months, provided they actively utilize TLC services and progress toward self-sufficiency.

The program provides case management services, employment counseling, education and training, assessment and referral services, budget counseling, and housing counseling. Residents are housed in private rooms and provided three meals per day. Case management services include needs assessment, goal identification, strategy planning, and referrals. The TLC provides additional intensive case management services for families after they have moved into their own homes. In addition, the TLC provides  employment-seeking skills training; group experiences in addiction education, life planning, stress management, and parenting skills; and basic life skills training.

The Transitional Living Center opened in 1988 and continues to be the only facility of its kind in the Roanoke Valley.

Services Offered

  • Rooms for individuals and families.
  • Three balanced and nutritious meals per day, including box lunches for working residents and children in school.
  • Case management: needs assessment, goals identification, strategy planning, referrals, and six months of follow-up assistance after families or individuals have moved into their own home.
  • Employment-seeking skills development.
  • Group support meetings related to substance abuse education, life planning, stress management, communication skills, parenting skills, and other areas.
  • Life skills training such as housekeeping and money management.

     

Eligibility
All people who have been confirmed to be homeless are eligible except:
+ people under the influence of alcohol or drugs at intake;
+ people in need of medical and/or mental health treatment beyond the scope of TLC services; and
+ people believed to be a potential danger to the physical or mental health of themselves or others.

Homeless individuals and families who wish to enter the TLC program should contact the TLC to set up an appointment to meet with a counselor and fill out an application. Counselors are typically available Monday through Friday 8 a.m. to 4 p.m..

Each a person who enters the TLC program is required to develop an Life Plan that encompasses his/her goals, objectives, and strategies relative to program participation, housing, money management, legal issues, family well-being, employment, education, etc.. During their stay, residents are required to demonstrate significant progress toward their Life Plan.

Community Support
TAP's TLC has enjoyed tremendous community support from local governments, churches, civic groups, and individuals. To remain open each year the TLC must raise $200,000 from non-federal resources to match an annual grant from the U.S. Department of Housing and Urban Development.
