HCD | Homeless Intervention Program
The purpose of the Homeless Intervention Program (HIP) is to provide time-limited financial and housing counseling assistance to low income individuals and families experiencing a financial crisis and are at risk of homelessness or for those who are currently homeless. HIP assistance is intended to facilitate their ability to maintain or obtain permanent housing.
This program can only assist with a Housing Crisis for Rents, Mortgage payments and rent deposits. State guidelines and a serious shortage of funding limit the cases we can help. Your crisis must be temporary in nature and you must prove that you were able to pay your bills before the crisis happened. This program can only assist you once per lifetime. The following list of problems are the only qualifications for this program. You must have a 5day pay or quit notice, an unlawful detainer, or be at least 30 days behind on your rent or mortgage. Please be aware that you must be able to document and prove your crisis. Clients must also have clearly demonstrated the capacity to be self-sufficient and be willing to work cooperatively with HIP staff to improve their financial situation. Eligible clients may receive either grants or loans for rent or mortgage payments and/or security deposits. Funding from this program is provided by the Virginia Department of Housing and Community Development.
This program is open to families in the following jurisdictions: Cities of Buena Vista, Clifton Forge, Covington, Lexington, Roanoke and Salem and the Counties of Alleghany, Botetourt, Craig, Roanoke and Rockbridge. Applications are accepted Monday thru Friday from 10:00a.m. -1:00p.m. at the Crystal Tower Building located at 145 Campbell Avenue in Roanoke or at the Bostic-Farmer Education and Training Center located at 118 S. Lexington Avenue in Covington or at the Outreach Center located at 13 Preston Street in Lexington, Virginia.
