Administrative Components
TAP's five Administrative components provide the support services in administration, accounting, personnel management, program development and evaluation, grant-writing, corporate and private fundraising, and public relations,that make TAP's Program Components as effective and cost-efficient as possible. Only 7% of the agency's budget is spent on administrative costs.
Administration
The Administration, consisting of the President, Vice-President of Business Affairs, their assistants, the Insurance Administrator, and the Manager of Human Resources, is responsible for:
- issues of agency policy;
- linkages with other community action, anti-poverty agencies, and other affiliated agencies at the local, state, and national levels;
- management and assistance with the running of the agency's other components;
- advocacy at the local, state, and national levels;
- management of multi-component efforts;
- administration of the agency's employee benefit/insurance program;
- maintenance of personnel files and holiday, vacation, and sick leave of employees.
Finance
The Finance component is responsible for all aspects of the financial management of the agency. It keeps track of incoming funding from the more than 250 sources of public, corporate, and private foundation moneys that combine to make up the agency's budget. The finance component monitors, and is accountable for, each component's budget, and for approving large and/or unusual expenses. It administers the agency's payroll, works with the outside auditors which inspect the agency's revenues and expenses annually, and assists the Program Development and Planning component in estimating costs for developing and proposed programs. The Finance component works with the Development component to ensure that money contributed by private individuals which is designed for certain programs or purposes is added to the correct component account and used for the purpose specified by the donor.
Development
The Development component consists solely of the Director of Development, whose purpose is to solicit corporate and individual contributions to the agency and to administer special projects.
Program Development & Planning
The Program Development and Planning component, with a staff of seven, is responsible for:
- development of new programs to meet the needs of those in poverty in our community;
- evaluation and improvement of existing programs;
- technical assistance for program components;
- administration of client tracking software;
- outcome reporting to funding sources;
- grant-writing, reporting to grant-funders, and in some cases, grant administration;
- generation of agency public relations materials including annual reports, brochures, and other publications;
- and maintenance of the agency's computer network.
